I was in a car heading south on the 416 and saw a big raptor flapping its wings and assumed it was a turkey vulture. but as it got closer i saw a white head so that has to be a bald eagle right? i only saw it for like 5 seconds before some trees got in the way. i was very excited, anyways.

Could certainly be a Bald Eagle, there's a nest at Shirley's Bay this year. Osprey would also be a high likelyhood, there are many nests along the Rideau river.
