I did some research and it appears that the swan with tag L11 is a Trumpeter Swan, not Tundra (or Whistling) Swan.  Unless you have evidence to the contrary.

If you're interested you can report your sighting of any tagged or banded bird here:  http://www.pwrc.usgs.gov/bbl/bblretrv/index.cfm
Eventually they will email you a "certificate of appreciation" which also tells you how old the bird is, where & when it was banded and the name of the bander. Kinda nifty.
