We visited Port Perry, today. We always stop at the causeway, outside of town. I have found that to be a reliable spot for Black Terns. We saw nine birds, although it is hard to count moving birds and there may have been more. There were also a Belted Kingfisher, Great Blue Heron, a pair of Wood Ducks, three Pied-billed Grebes and an Osprey.
