In the backyard, about mid-day on Monday (overcast day).
At first I thought this bird was a buteo, likely red-tail, from the size & flight. Bigger than a gull (or so it appeared). Coming north, likely from High Park, not too high, circling. Best description of wing-beats is soft. Wings round, tail very long (Yes, it sounds like an accipiter, but it did not fly the way "my" Coopers fly, & "my" Coopers do not appear to be bigger than gulls). I didn't see any markings but it was golden in colour. I guess Lithuania Park was not to its liking, because it headed west.
Northern harrier is my best guess but I didn't think they stopped in Toronto. (Sorry, no pic).

I've seen Harriers on quite a few occasions in Toronto including Leslie Spit and Downsview Park so it's very possible.
