This is a first for me Southern Ontario, An adult Bald Eagle soaring over Downsview Park just after 12:00 pm.
It was in view for a good fifteen minutes soaring in large circles, wings completely flat.
It did not flap its wings at all during that time..

Wow so much happening at Downsview Park, ebird.org that sighting. I can't believe we got a belted king fisher recently too. The lake is so new, water fowl will just get more common as the park continues to mature. VERY exciting :)

Just wanted to note that I saw something that very much resembled a Bald Eagle soaring over the park this morning, but upon closer inspection it turned out to be a RC flyer that looked very similar to a Bald Eagle. At least from far - white head, white tail. When I got closer, it was obviously not a Bald Eagle.
I'm not doubting your sighting, I just want to put this out there in case it could have been that. It was very similar to your description, very flat wings (curled up slightly at the tips) and of course did not flap its wings at all.
