Title: Owl?

Is this an Owl? If so, what type? I didn't get a good look at him... but saw him fly away after being pestered by some other birds around 7:00pm.

Not an owl, hawk species but can't tell for sure which one.

Probably Red-tailed, looks like a belly band in the first picture.
