This odd looking thing is about 25 feet off the ground adjacent to water. Although observed for 30 to 45 minutes on several different days no activity was seen in or near it.
Could it be a nest or just some unusual growth pattern? Any suggestions appreciated.

That is a deformity of the tree caused by a fungus or other parasite. Commonly called witch's broom.
