I'm having a hard time distinguishing between the different types of sandpipers... Can anyone help I.D. these guys from presqui'le?

Bald Eagle (immature) and Rough-legged Hawk

Wow. I was thinking it was a golden eagle. He was on the border of ajax and whitby and I have pictures of another one at the whitby harbor on the same day.
The rough legged hawk and the eagle weren't getting along. The eagle flew into the hawk and made a bunch of noise and then flew south and I lost him.
