Title: What bird of prey is this?

I saw this bird at Phyllis Rawlinson park in York region...just cannot figure out what it is.  It's not a great picture, it was circling high up and the Nikon P900 is even worse for in-flight shots than the Canon SX50.  

My general impression is that of a Peregrine Falcon...just the overall shape and what looks like a facial mask, but I expected more barring/patterns on it and the dark tail is throwing me off.  Also, as mentioned above, it was soaring more akin to a hawk...never seen a Falcon soar like that, but I suppose it is possible.
