Is this a juvenile Northern Goshawk? It appeared bigger than a Copper's. Saw this one today at Cranberry Marsh in Whitby; it was too far away on a tree. When it flew overhead it appeared to have heavy streaking on underbody. Thanks in advance.

The uneven pattern of bars on the tail makes this a goshawk.
