Title: Type of duck?

Saw this duck diving at High Park today...looks like a Ruddy Duck but without the stiff tail feathers..

Can someone help...

yes..but only along Lake Ontario shoreline,  Humber bay/ Col Sam, Rattray/ Burlington area
