The closest match that I can find in my field guide is peregrine falcon, but the dark colour appears to extend too far below the head. Your help with ID is much appreciated!

Thank you! I just can't get the hang of this! The two times I thought I had photographed peregrine falcons, they were actually a Merlin and a Northern Harrier. One time I thought I had photographed a hawk attacking a night heron, and it was actually a peregrine falcon (Aug 23, 2016). I'm glad you are there to set me straight!
