Title: Bird in the waves

I keep submitting poor photos, but I generally can figure out the birds from good ones. I saw this bird land in relatively heavy waves in Lake Ontario on Saturday. The wind pushed out of sight fairly quickly, so I didn't get a change at a better photo. It flew, and generally looked like, a shorebird, but ebird tells me none should be around. I am fairly sure I haven't seen anything like it before. Is there enough for an ID?

Hooded Merganser (juvenile) is my initial impression.
