Title: loonish strange flying bird

I was at Bloomington and Warden last night on a farm and looked  up to see a small bird/ blackish with a slightly lighter chest and the head of a loon.  No long neck like a cormorant but the main thing was it flew like a frog kicking.  Winding up each time.  I know you will know what it was.  Thanks for the help guys. :D
