Title: Need help with hawk

This medium size hawk flew over me the other day, I only managed to get a poor shot of it flying away.  Hope someone can help me ID it.  I think it is perhaps a cooper's hawk?

Shape- long pointed wings
That means that it is not a Coopers Hawk, Sharp-shinned Hawk or Red-tailed Hawk.
Possable choices:
Northern Harrier- female
Merlin- female
Peregrine Falcon- juvenile
I would go with Northern Harrier- female (subadult)

Ok thanks, I'm going to go with Northern Harrier.  I distinctively remember it having yellow eyes too, and it is the only one that matches.
