Title: need help as well for Eagle/Hawk

I was back in Hong Kong for a short trip, my husband took this picture, can anyone tell me what kind of Eagle/Hawk it is?

I think it is a black kite, but I am not 100%

:D Thank you for your answer, we have never seen this before, I guess black kite are kind of from Europe or Asia right?
