Title: What duck?

Hello, I'd like to know for sure what kind of duck this is.   It was at Fifty Point Conservation Area in Grimsby.  The pictures are not great but hope I can find out what it is, I am thinking white-winged scoter?

Judging on the the head shape, bill and where the white patch shows on the wing in flight, I would say it is a female White-winged Scoter.
