Many times.
In the backyard we have a local Cooper's Hawk visit frequently, he loves to keep the Sparrow and Pigeon counts down. At least once a month during the winter, he's killed and eaten one or the other.
Raptor Watches can also be wonderful places to see birds of prey in action.

For Fall migration:
The Greater Toronto Hawk Watch page is http://www.greatertorontohawkwatch.com/index.php. It contains lots of useful information on hawk watching at their 3 official GTA sites; High Park, Cranberry Marsh, and Iroquois Shoreline.
A non-official (but just as exciting and informative) Hawk Watch in Scarborough can be found here http://raptorwatch.blogspot.com/.
For Spring migration:
Check here http://birdingonthe.net/mailinglists/ONTB.html for daily reports of what's being seen at the Beamer (Grimsby) Hawk Watch site.
Hope this helps,
Walter
