Hey!
I am usually pretty good with hawks. This guy was passing thru powered flight then a few glides. Wing span made me grab the camera thinking it was a
Harrier with that longish looking tail.
after looking at the image I thought Broadwing, Then back to Redtail. Now I am confused and want a fresh set of eyes.
I used my Raptor guide to the full extent.
Nappers reasoning
Juvenile Harriers have black wing tips (primaries) and wide black bar on edge of secondaries (rear edge o wing),
Juvenile Red Tail (Retail) have dark patagial band on wing leading edge, belly band and black markings on secondaries
Broadwing Juvenile have single stripe near end of tail feathers, black marking on secondaries.
I give up on this one  Its probably a herring gull

Just a guess, but I think it is a Broad-Winged.

long winged hawk, with a white rump patch.
I would say that your first guess was correct. Northern Harrier
