Title: RFI... is this a Commorant and if so, what kind, or ???

Hey all.  I was in Lambton Woods very briefly, needing a time out from the rest of the world, and I saw this in the Humber River.  Is this a Commorant?  Is yes, any idea what kind?  Or???  Thanks in advance!

Sorry for the grainy shots, he/she/it was way off on this off stream across at the Golf course.
