I spent some time with the hawk watchers in High Park this afternoon (an hour and a half from 1pm). The wind was optimal, i.e. from the NW, however it was 100% cloudy, so no thermals. Here's what I scribbled down (note that this is not the official hawk count numbers).
2 Osprey
1 Northern Harrier
29 Sharp-shinned Hawk
2 Cooper's Hawk
5 American Kestrel
The hawk watch takes place every day at Hawk Hill beside Grenadier Restaurant. For more info, see here (http://www.greatertorontohawkwatch.com/sites/highpark.php).

Thanks, Andreas, I haven't found it easy to locate the hawk watch (perhaps due to a knack for poor timing).

I believe people are generally there daily between 10am and 2pm, unless it rains. Locate the little hill just across the parking lot beside Grenadier restaurant.

There used to be a sign saying Hawk Hill...not sure its visible or has it aged to the point one can't read it anymore
I'm hoping to get out to the watch soon.
