RFI: Bird Sanctuary on The Island

I'm thinking of going down to the islands sometime this week, but I've never been to the bird sanctuary.  I know Norm mentioned that it's behind the treatment plant and the entrance is behind the school, but the only pathway I can think of (a concrete one that runs between the school and the plant) has big "no Cars"  "No people" signs at the end of it.  Am I thinking of the wrong road, or does one just have to sneak, or do they just turn a blind eye?
