juvenile bald eagle or possibly golden???

Pretty sure it's a baldy, but the tail looks more like the golden eagle in my guide.  Poor quality photos don't help! Taken from a rocking boat.  All replies appreciated!

I must opt for juvenile Bald Eagle.
Very large beak, yellow ankles, mottled white
on body and found close to water. Nice find.

Yes, juvenile Bald Eagle. The last picture settles it for you - Golden doesn't have white patch under its 'armpit', white patches mostly spread outward in the wings in a Golden.

I like it!
I will definitely start paying attention to bird armpits
although I feel a little uneasy about it, but I'll get over
it.

Thank you for your replies!  They had a mounted golden eagle in the park office at the Massassauga where I camped last week, and I think I just really, really, really wanted to see a golden eagle.  We also saw a mature bald eagle on another bay several times.  Thank you!
