What's the story with kestrels?

I've noticed over the last 2 or 3 years a remarkable drop-off in the number of kestrels I've been spotting (acttually NOT spotting) in the area around Mississauga and the GTA. In fact I've not seen any wild ones in the last couple of years. I used to notice them regularly in my drives around the back roads. Can someone shed light on this?

So far this Summer, have sighted 2 just East of Dixie Rd. on South side of Derry Rd.
