Monarch who doesn't want to open his wings fully

This Monarch is a bit strange, when he is perched, he doesn't fully open his wing. You can see from the bottom, there is one section that is folded. I think he can fully open, but I watched for a while, he  prefers to fold a bit.

It maybe the small piece that is missing on the edge that could be causing it not to fully open, just a guess on my part.
