Cedar Waxwings in GTA?

Hello...I've been trying to find Cedar Waxwings to photograph in and around the GTA.  I've been trying to hit up parks with fruit bushes and all that but just haven't had any luck.  Any tips also at what time is ideal?  Early morning?  I've been making my efforts in the early afternoons, perhaps that's too late.

Any tips are welcome.  Thank you.

I snapped an image of one up a tree on the banks of the West Don just down the ravine from Gwendolyn Park a few weeks ago. It was at 2:51pm in the afternoon - according to the exif data from the shot.

They are surprisingly uncommon in winter in the GTA, I don't know anywhere you can find them reliably (whereas here in Guelph they are common year-round). They are quite easy to find from May through September/October though.
