Injured - Diseased?

This poor chap has been around my yard these past few weeks and so far has not been chased off by the resident pair that have been here all year. I'm unsure if he's injured or has some disease. He does seem strong enough to forage and find sufficient food & water. Any thoughts on what the problem is??

This appears to be a molt, sometimes they can look pretty nasty.
