Which Tern?

I couldn't figure out if this is a Common Tern or a Forster's Tern. Just overall seems different than a Common Tern but I'm not sold on the Forster's either. Help would be much appreciated. Thank you.

I think I would need a better look at the upper wing to ID this one.

This was at Cook's Bay at the very southern tip of Lake Simcoe where Forster's Terns reportedly breed.
Thouc...here are a couple of shots that give a better look at the upperwing.

Yes, Forster's Tern, no black markings on the upper wing.
