Really really unusal request

Watched this Red Tail feed on a fresh kill and was wondering what he got judging by the feet of the now deceased bird it may of been a fellow raptor any thoughts. The feathers I did see appeared gray in color.

Obviously not all the bird is there, but I don't see anything that doesn't say "pigeon" to me.
