was spotted on the western lakeshore at the The Mimico Waterfront Linear Park construction site on christmas day.

I'd say you're right. The long wings that stick out past the tail are a good clue.

I wouldn't say rare as they are seen every year to the best of my knowledge.  I would call them uncommon.

Still a nice find! Congratulations. And you obviously got to see it up close, which is nice. With Island gulls, you need to exclude the possibility of Thayer's Gull (and Glaucous gull, which generally is much larger and bulkier), which can be tricky, but I'd say this is an Island Gull.
