The head looks more like a Phoebe, as does the bill, however as juveniles it's tough. Behaviour would be helpful like was it bobbing it's tail constantly.

The wing bars are uncharacteristically distinct, but everything else about the bird says "phoebe" to me.

Juvenile Eastern Phoebe have buff wing bars and juvenile Eastern Wood-Pewee have all dark bill so the juveniles are much more difficult to separate than the adults.
I agree with Canoncan and Brian that this is a Phoebe.
