The fine striping on cap and broken eye ring suggest a female Blackpoll. She's lovely.

I thought a Blackpoll had orange legs vs the black legs in this bird.

I agree with female Blackpoll.  The legs are usually dark, but the feet (not visible visible here) would would be pale (yellow to pink).

Thanks Kris and Brian.  After further investigation it looks like an immature female will have dark legs/feet except for the soles.

I think you're right! They usually have more colour, but that would account for the faint pink tinge on the neck and breast.
