This hawk....help?

This hawk was in a tree today. I thought "that's just a big ol' red tailed hawk". Took a few pics from a distance and didn't bother getting closer.
I'm looking at it at home and i'm doubting my initial IDing.
Anyone want to chime in so i'm not regretting getting closer and taking some pics of what part of me thinks isn't a RTH?

Rough-legs often sit on really tiny perches like that, something Red-tails rarely do.
