Non-mature Bald Eagles?

I suspect these birds (there were 3, not sure if I have each of them in one of the photos or not) are non-mature Bald Eagles. They were seen at Lasalle Marina in Burlington, at the edge of the bay, chasing each other around overhead. I know many eagles have been in that area this winter. I'm open to other suggestions, though, if they don't look like eagles to others.

yes these are bald eagles.  while golden eagles can also show some white on the underside of the wing,  it is never right next to the body. Not positive on age but think they are both 2017 hatch birds

Thanks! Golden's wouldn't be in this area either, I just wasn't sure if they are unfamiliar (to me) hawks.
