My neighbours alerted me to a strange dove in their yard a short time ago. It was very pale, beige with a narrow black neck ring.A gull flushed it before I could get a pic. My neighbours says its a ringed-necked dove/cape turtle dove, is this possible. The pics on line do look the same.

Sounds like either a Ringed Turtle-Dove or a Eurasian Collared-Dove.  If you can't tell by appearance, you can separate them by voice if you hear it.

There's a fairly good chance it will hang around for a while, so keep your eyes and ears open.

My wife has previously seen a Ringed Turtle Dove mixed in with some mourning doves in our backyard so there may be a few strays/escapees around.
