Flycatcher?

I saw this little lovely scooping insects (I assume) off a pond today. I'm not familiar with this one -- is it a flycatcher? Maybe a Wood Pewee? A Phoebe? My guide says Phoebes wag their tails a lot, but this one wasn't doing that.

I was thinking an Eastern Pewee, no eye ring and two narrow wing bars. I used a Fourth Edition Peterson Field Guide, not sure if they use the name Eastern still with the Pewee.
