It's a male of one of the Sympetrum meadowhawks. White-faced, Cherry-faced, and Ruby Meadhawks are virtually indistinguishable unless you see an adult male White-faced like this guy:
All three species could be found at this time of year. Yellow-legged Meadowhawks should be getting common soon, but they have much less black on the abdomen and yellow or brown legs. I found a lot of White-faced Meadowhawks last weekend in Toronto.
This pair was trying to mate, but I couldn't catch them in a good pose:
