Unlike the former post. The actions taken by the perpetrator are distinct, even a name is known (although not directly reported).
Unlike the former post. Action can now be taken against the individual (for those who know of him) if another person so desires (e.g. ostracism or whatever).
But what if the perpertrator was not known, the report was second hand, it was not known actually how far the individual was from the bird, if their actions actually had a direct result in disturbing the bird, if the individual happened to be a serious photographer (as compared to a happy snapper who just happens to have a serious looking camera (of which I know many)) THEN we have the original report.
Compare the quality of reports and make your own decision.
