He was sitting high up in a tree just south of the parking lot.
This is the second time I have seen him so I suspect he is a resident.

I saw a Kestrel eating a mouse in the exact area you describe (James Gardens) Saturday as well. Kind of a smallish Kestrel. A short stroll down into Lambton Woods produced numerous White-breasted Nuthatches, Downys, Hairys, House Finches, Common Goldeneyes, Common Mergansers. Was hoping to see a Red-bellied Woodpecker. No luck. My first visit there. Very nice spot.

I agree, it is a nice spot, if a little icy.
There's no shortage of Downies and Hairies, that's for sure!
I believe there is only one Red-bellied.
If you follow the Humber across from and north of the lot you may find some Buffleheads mingling with the Mergansers.
