The winter abundance of Snowy Owls in Southern Ontario is quite cyclical.  From the scarcity of reports this winter, I'd say this won't be a big year.  The Leslie St Spit is probably the best place in Toronto to find them.  When they come, they usually start showing up in late November.  There's usually one or two somewhere along the Toronto waterfront each winter, but they can be very difficult to find.  Not only do they blend well with the rocks & snow, but they often move around a lot.
