Hi Molebird,
Any 'Water' birds listed as being seen at Rosetta are generally viewed from the park itself, looking down at Lake Ontario from the fence line. Some birds may be on the water and others may be flying above the water travelling elsewhere. Rosetta McClain Gardens is situated in an excellent location as it's on the Bird Migration Flyway for both spring and fall. At any given time, you just never know what is going to fly by or land within the park. Almost 200 different species have been observed at this quaint little park over the last six years or so.
You can get to the lakeshore at the bottom of the Bluffs from a small access road just east of the park on Glen Everest Rd. but I would suggest trying Bluffer's Park at the bottom of Brimley Rd. instead if you are interested in seeing the waterfowl up close.
