Monarch Butterflies

Today at Humber Bay Park East, I saw something unusual, two Monarchs flying and it looked like one was carrying the other, later when I took the picture it looked like they were attached
I cannot figure out if the top was feeding from the bottom one or if they were mating, the bottom one did not move almost as if it was paralyzed or even dead
here is the photo:



it was interesting to see!
