Redpoll with odd beak

This fellow was at my feeders today and I noticed it appeared to have a much longer lower beak than the top. The good news is that it certainly didn't interfere with its ability to feed on the Niger seeds.

I've never seen this before and wonder has anyone else seen such a thing --- and can anyone suggest a cause.
