Is this an American Goldfinch?

I am having trouble with this one..while at the Niger feeder this guy appeared to have a streaked breast. Then it moved into the tree in the late afternoon light which made it appear almost orange. Correct shape bill and colour for a Goldfinch. The streaking on the breast is confusing me..
I though Siskin at first.. This is the smallest bird at the feeders...And of course it is all puffed up trying to stay warm.

If it is a house finch.. it is the smallest one I have ever seen...
