American Kestrel?

[attachment=0:3q0kuah9]IMG_8353.JPG[/attachment:3q0kuah9]This is a terrible photo, so I will understand if it's not identifiable. Is it an American Kestrel? It was seen today at the the top of Scarborough Bluffs (I was at the bottom). I was also able to use binoculars and saw it in flight.

Hi Janet, yes it is an American Kestrel and though I'm looking at it on a small screen I believe it is a female bird.  Females of this species are generally more brown and subdued overall while adult males are quite rusty and more vibrant.  They seem to be everywhere these days, perched high while hunting.
