Looks like a Willow flycatcher or an Eastern Wood Pewee.
Would need to here its call.

Alder/Willow Flycatcher, probably Willow as it looks to be in open habitat.

Your first picture is atop a small tree and your second shot on a wire
(suddenly Leonard Cohen comes to mind, again) so it may be an open
area next to a woodlot. These transition zones are always active bird
sites. Where did you see the flycatcher? I also agree that it is probably
a Willow. Pewees strike me as more elongated in body form. Ash FC
prefer moist areas with standing water. Have you see an Olive-sided
FC yet?

Both these birds were at the roadside on both sides of which are Ducks Unlimited wet lands. Mostly large reed beds with water ways cut through them. Between these and the road are ditches that have a variety of scrub bushes and some willows.
