Raptor near Kingston?

I saw this large raptor a couple of days ago near Kingston. There was just enough time for the one photo. Is there enough here for an ID?  As always, any help will be appreciated.

its not a owl but a hawk, you can see head.  Probably a Redtail but hard to tell as chest is hidden by wings to be 100%

Ya, I see it now, but I had to remove my eyeglasses to resolve it. I made the leading edge of the starboard wing to be part of the face and that light perimeter suggested a SEO. Since I'm short-sighted my glasses really don't help seeing close and therefore I'm better without them. I also needed to brighten the screen. Even then, there is not much to go by. Chances are that it is a RTH because its a large bird and the RTH is the most common.
The screen on this old laptop has poor resolution. I imagine that a more modern flat screen is incredible by comparison. At least with this old beast I can't see how fuzzy my photos are and therefore ignorance is bliss. I guess that bliss is over-stating it, but when have I ever failed to over-state anything? Don't answer that.
