I'm thinking mouse and/or vole as there appears to be some fur on the left hand side of the photo attached to the meal. Along with that, the bird came from the direction of an open grass field, suitable habitat for mice/voles.
The only other thing I would think of is perhaps a frog, but I don't see any skin to verify that and the structure of the kill doesn't lend itself to a frog given there is consistency in the girth of the animal, something that one doesn't see in a frog.
