You don't see many mirror lenses anymore.  I think you may have trouble finding one for a Canon EF mount.  Most people find them pretty limiting because of the fixed aperture, usually about F8.  You might find better value in a used refractive (normal) lens.  It's worth finding one with IS if you plan to shoot hand held.

I used a Russian 500/8 for about 1 year before I got the Sigma 170-500. The 500/8 is usually a m42 or T-mount, and adapters are readily available.

The biggest problem you will have, is trying to focus. The XSi doesn't have a large or bright VF, so manual focus will be tricky. It'll also be fairly frustrating for anything that isn't sitting still.

I would suggest saving up a bit for something better. I've seen the Sigma 170-500 go for under $500- several times on ebay... that's a pretty decent starter lens.

Yes. With the Canon EOS Rebel series digital cameras, pretty well _any_ EOS EF mount lens will work, regardless of the model. I've use this particular lens with several different Digital Rebel models.

There's are some compatiblity issues with some old Tokina and Sigma lenses, but anything new or less than 10 years old is fine.

Nope. The cheapest 500mm w/ IS/OS is the new Sigma 50-500 (not the older model) and it's about $2000-. Multiply by 3 for the Canon 500/4IS.
